Revaluation has not started yet

The KPSC gazetted probationary (KAS) main exam revaluation news has become older now. There were vague news that the process has started already. In contradictory to that there was a news in Vijayavani which says the process has not started yet and it may take much more time. The other issue would be that when KPSC is going to compete thet process ?

Revaluation with tabulation may take around 4 months of time, so need long relationship with KPSC :)..

KPSC Notification 2013

We have UPSC in the center with well planned schedule every year and we have KPSC in the state with almost no plan.KPSC has not completed process for 2011 Gazetted Probationers batch. KPSC  Gazetted Probationers 2011 batch main papers are yet to be evaluated and personality test and other process are not yet scheduled scheduled. 

Before thinking about next notification there is one more point, The article 371j, with respect to which state Govt. has not completely done with the policy.

 Taking all these points together, we may not be in a situation to expect new notification with the tag "Gazetted Probationers 2013" very soon. But according some source the new notification may come on November or December 2013, with changes in the main exam pattern. The number of post may be bigger than our previous 2011 batch as there is a long gap since 2011 notification. All these are vague statements until KPSC comes with new notification on it's website, which is almost static from last one year.

Lets hope we are going to see new notification with the subject line "Gazetted Probationers 2013"  if it come before December 2013 or we will have to start discussing about new notification with the tag "Gazetted Probationers 2014"  There are so many positive points about new notification, it is coming with new pattern and new process in accordance with UPSC and number of posts may be bigger than previous notification. Lets see how these positive changes change the negative image of KPSC in next coming years.

Change in Main exam pattern

KPSC has changed preliminary exam pattern in 2011 according to UPSC pattern. This time KPSC is willing to change Main exam pattern and it is also approved by cabinet(according to news papers). The only thing remaining in official notification by KPSC regarding change in Main exam pattern. 

The main examination pattern might look like :

Paper-I

         Section 1 
              Essay 200 Marks
        Section 2
              English Comprehension & English PrĂ©cis 100 Marks
                      (Of Matriculation/ Xth standard level)

Paper-II


           General Studies–I 250Marks 
                (Indian Heritage and Culture,History and Geography of the World and Society)

Paper-III

          General Studies –II 250 Marks
                 (Governance, Constitution,Polity, Social Justice and International relations)

Paper-IV


          General Studies –III 250 Marks  
              (Technology, Economic Development,Bio-diversity, Environment, Security and Disaster Management)


Paper-V


          General Studies –IV 250 Marks
               (Ethics, Integrity and Aptitude)

Paper-VI


        Optional Subject – Paper 1 250 Marks

Paper-VII


          Optional Subject – Paper 2 250 Marks

Total marks in Main exam - 1800
Personality test marks       -  275
grand total                       - 2075


List of optional subject might go same as UPSC list, with the condition that only literature students may take up literature as optional subject in Main exam.

It is good to see so much of positive change in exam pattern from KPSC and Govt. of Karnataka.

REVALUATION IS NOT SO EASY:REFER 1998 CASE SUMMARY 


Respondents-candidates for Gazetted Probationers 1998 Examination approached KAT seeking revaluation of their compulsory Kannada/English language papers – They also alleged that some successful candidates indulged in examination malpractice in collusion with and connivance of Examiners/officials of the Commission – KAT allowed the applications and quashed the valuation
and directed fresh valuation of answer scripts in all subjects – Aggrieved by the same the Commission and some successful candidates filed these writ petitions before the High Court – After examining the case in detail and in view of in-house enquiry report of the Sub Committee of the Commission identifying the candidates who indulged in examination malpractice and proposing to take action against them, set aside the order of KAT directing fresh valuation and upheld valuation in respect of 10 subjects (2 papers each) and directed moderation/scaling in respect of 20 subjects (2 papers each).
